Cyanogen update is rolled out via OTA and is based on Android 5.1.1 Lollipop OS.

Cyanogen has reportedly released the 5.1.1 Lollipop-based Cyanogen OS 12.1 update for the OnePlus One smartphone. However, GSMarena said that the over the air update has been withdrawn for unknown reasons while many claims that the update is available for 2 percent of the total OnePlus One users and will be rolled out for others gradually.
