That exactly depends on ur circle, the operators are having different network strength and tarrifs for different circles, before u port study and ask experiences from ur friends about network tariffs.totally airtel is best in terms of network but costly in tariffs, reliance is best for its tariffs, but a bit lower in network

As you are going to village the best signal strength will be provided by two networks one is Idea and other Vodafone. You will be pleased to know that as per mobile number portablity statistics the greatest number of persons ported to Idea being closely followed by Vodafone. When it comes to low call rates, the new players in the game like tata docomo, mts and uninor have an upper hand. But the offers provided by vodafone are not bad. Like they have full talktime offers at rs 125, rs225, rs325 etc. Vodafone to vodafone free minutes start at as low as rs 4 and for stv 99 you can call all vodafone numbers at 10p/min. Half paise/sec for std calls start at rs 17/month. You get 80 local minutes for rs 11. When it comes to idea being the festival season idea has announced new offers. You get 42 worth of Talktime on a recharge of Rs. 35. Idea users in kolkata enjoy this offer. Also with a special recharge you can enjoy Local and STD calls at just 40 paise/min. Talktime validity is for 7 days. In other areas at Rs. 73 you get offers on Local & STD calls like tariff of 40p per minute with tariff validity of upto 1 year. It has not ended; under more than Full TalkTime Bonanza Offer, you can get Rs. 99 talk time on a recharge of Rs. 90 and Rs. 328 talk-time on recharge of Rs. 298. Whats more you get 3g with idea, great gprs offers on 2g with speed of upto 30kbps and much more.

In my research, Vodafone has the best signal from cities to villages. But only BSNL will help you when your in hilly region.
