Dear,
Many Service Providers like Virgin Mobile, Reliance India Mobile and also BSNL have launched Free All India Roaming Plans.
According to me, Virgin Mobile is a good choice for you, as it has a good Network coverage as well as comparatively cheap prices.
Reliance Mobile is also good and recommended, though I would not recommend you to take a connection from BSNL.
None of the providers provide a completely free Roaming though, there seem to be a lot of hidden charges.

Tata docomo (post paid) is one such network which does it. I have even heard the same about BSNL.

as per my knowledge only tata docomo is giving free national roaming. other networks are providing it but in limited area only
