Why there are no contract system available for mobile in india?

Mobile Phones don't sell on contract basis in India.. I don't think any telecom provider sells mobile phones. Except maybe Reliance CDMA. Well as the saying goes - There is no free lunch. If the phone is subsidised by the provider then the usage plan that you get will be expensive to cover up the cost of the phone. Besides that the phone will be locked to the service provider. large number of users all over india, who has time for contract signing.
