one service could not be best in all area. as per my knowledge Tata is is best for south indian village because there it has strong network and ceap call rates and middle indian village Airtel or Idea can be better. and north indian Idea is the best for its flexible call rates as per needs. recently launched Uninor in Uttar Pradesh which has cheapest call rates which may be the favorite for north indian villages

its depends on the need of a every different people and area. The answer depends on the general perception of people regarding the signal strength. Two people in the same family may give different answers. Though if we generalise the question since villages are far flung areas networks should be chosen with the availability in mind. Here in kerala, you get idea and vodafone networks even in the most remote places. Vodafone has been a champion in the south. The largest number of people switched to idea in mobile number portability and it was closely followed by vodafone. Though airtel has the widest customer base with over 12 million connections the signal strength is generally low. Airtel finds itself across 23 telecom circles, and offers broadband and telephone services in 94 cities. Vodafone on the other hand covers 16 circles. Idea operates in about 11 circles of India. Idea covers nearly 45% of India's telecom population. Bsnl is also not bad since it is a public sector company and aims at service rather than profit and has established as the 7th largest telecom operator in the world. If network is not your problem and you are more concerned regarding the talktime offers then you need to be focussing on uninor, mts, tata docomo etc. Uninor offers around 10000 uninor to uninor minutes for a recharge of 191. Docomo to docomo is priced at 6p per second and even mts has similar offers.
