Root it. Install Clockworkmod Recovery. Install ROM Manager. Run it and select your device. Choose the "Flash Clockwork recovery" (or similar) option. Install a custom ROM. The Samsung Galaxy S is an Android smartphone that was announced by Samsung in March 2010. It features a 1 GHz ARM "Hummingbird" processor , 8–16 GB internal Flash memory, a 4-inch 480×800 pixel Super AMOLED capacitive touchscreen display, Wi-Fi connectivity, a 5-megapixel camera with a maximum resolution of 2560x1920 and, on select models, a front-facing 0.3MP VGA camera (640x480).[2][3] The base version of the phone, the GT-I9000, was quickly followed by variant models for the US carriers such as the Epic 4G, Vibrant, Captivate, Fascinate, and Mesmerize. The Samsung Galaxy S features a PowerVR graphics processor, yielding 20 million triangles per second,[4] making it the fastest graphics processing unit in any smartphone at the time of release.[5] Also, upon release, the Galaxy S was both the first Android phone to be certified for DivX HD,[6] and at 9.9 mm was the thinnest smartphone available.[7] As of January 2011, Samsung had sold 10 million Galaxy S phones globally.[8] The Galaxy S was named the European Smartphone of the Year at the European Imaging and Sound Association (EISA) Awards 2010–2011.[9]

The question is akin to asking whether a new nokia phone of the same model will be better than the same model released a year ago. The old one can be upgraded to the latest version by downloading the latest firmware. The hardware is the same in both phones and only an upgradation in os based on customer reviews and complaints is made. Your doubt is much similar. Sure the 2.3 will come pre packed with lots of great features but if the old phone can be upgraded then it too will own all those goodies in no time. That is what upgradations are meant to serve. They provide small changes, make the user interface a bit better, add two more apps here and there, brush up on the customization and if there's some major bug remove it. Then they roll it out as if they are announcing the next big thing that has just happened. So keep it cool. The only difference which may be of importance is that the new phone could be upgraded to 2.4 while the latter may not be!
