you can go to settings- >about phone-> check for updates then update(wifi recommended) or you can use your dell streak pc suite and connect your phone with a usb andupdate. i cannot tell the exact options because i use samsung galaxy S2, The pc suite is samsung kies for us.

1.Root it. 2.Install Clockworkmod Recovery. 1.Install ROM Manager. 2.Run it and select your device. 3.Choose the "Flash Clockwork recovery" (or similar) option. 3.Install a custom ROM. Note that doing this voids your warranty and may brick your device. I highly recommend reading through the XDA forum (the last link above) so you get a good grasp of everything involved here. In particular, a lot of the ROMs are for "GEN2 devices". I don't know know if that's a hardware revision or a firmware version, or if there are any relevant differences between the Dell XCD35 and the ZTE Blade that you would need to account for before installing a Blade ROM.

Turn on your Android device and press the “Home” button. Press the “Menu” button (represented by four horizontal lines, the word “Menu” or four small squares) and select “Settings.” 3 Scroll down and select “About Phone.” Tap on “System Updates” and your phone automatically checks for new software. If there’s no new software to be downloaded, you’ll see a message confirming you are “Up to Date.” Press “Install Now” if there is new software available. The update will download and your phone will restart.

Since the phone has been recently released with operating system version 2.2 thats why you can upgrade it to 2.3 only after a few months when dell comes up with a newer version. However be assured that there will be updates as these companies are always in stiff competition with each other.
