Most phones have an option in call settings that says: send number and an option of yes or no. If you click it to no this should solve your problem.

removing him from your contacts then go to settings&tools>setting>security and then enter your lock code, which will be the last 4 digits of your phone number, unless you changed it then find accept messages/ calls and make it to only accept calls and messages from people on your contacts. but, now you can't recieve any messages from people who aren't on your contacts so add lots of people on your contacts, some people post their phone numbers on facebook, you can check there.

With the Caller ID Manager, you can either identify an offending call from the Caller ID display then save it as an 'Excluded' number, or you can pre-enter any number or 'Wildcard' using a touch tone phone. You can add up to 175 entries, and you can do this without added monthly fees from your telephone service provider. 'Excluded' callers can be ignored without ringing your phone or sent directly to your answering device or Voicemail

It depends on your carrier, but yes, you can. Not from your phone: you will probably have to call your service provider and have an operator/CSR block the number manually. But it is definitely possible.
